<p>Accountable for ensuring execution of work is technically aligned and in compliance with LNG Operations, Policies, Standards of Business Conduct and Project Management System. Resolve electrical discipline issues to ensure engineering design addresses Project's expectations and objectives. <p>* Responsible for supervision of construction/installation works of relevant engineering disciplines executed by contractors to ensure Department's assigned projects are constructed in accordance with the approved Scope of Work, approved engineering design, approved Engineering Standards and Specifications followed, QHSE standards & specifications, in a timely manner to meet scheduled deadlines.* Review and provide comments on construction method statements, earthwork method statements, material submittals, commissioning procedures from start of construction of projects till completion and handover to end users.<br>* Responsible as performing authority for Permit to Work by the Contractors.* Responsible to take to lead and direct earthworks and geotechnical activities for major capital projects.<br>* Responsible to Provide technical assurances to all aspects of earthworks, from excavation, subgrade preparation to fill material selection and compaction.* Responsible to Interpret soil classification and geotechnical reports.<br>* Responsible to develop and monitor dewatering plan.* Assist and monitor the third-party field geotechnical engineer during construction project earthworks.<br>* Actively participate in construction meetings with consultants and contractors.* Coordinate with and promote teamwork amongst stakeholders, co-workers and external organizations. Maintain effective communication and collaboration with project stakeholders for smooth earthworks execution and timely problem resolution.<br>* To provide, with full responsibility and accountability, a technical service to Corporation in the Civil Construction activities, detailed design and execution stages to ensure Contractor(s) compliance to established national and international standards/specifications, procedures and regulations.* Ensure compliance with Company technical assurances practices, project specifications, engineering standards, environmental and safety policies.<br>* Responsible for testing and approval of all aspects of earthworks and fill material.* Review and approve technical deliverables related to earthwork and geotechnical activities with respect to quality, safety to the required standards.<br>* Determine whether the technical deliverables and field activities performed by external organizations comply with the required scope and applicable standards.* Review technical deviations and variations to approved guidelines, codes, standards, and practices and Make recommendations for approval or rejection of technical deviations.<br>* Make recommendations for approving change requests.* Provide assistance during construction to resolve any technical issues arising.<br>* Be a safety leader for all site construction activities.* Review contractors' construction plans and schedules including method statements and JSAs.<br>* Coordinate and control the mobilization of contractors to sites including site lay down areas.* Facilitate issuance of necessary permits and Gate passes when requested by Contractors.<br>* Check, inspect and test completed project work and/or arrange appropriate pre-commissioning inspections and tests. Initiate Mechanical Completion Certificates.* Ensure and follow up completion and clearance of all Punch List items.<br>* Review and endorse red marked up and "as built" drawings.* Participate in hand-over and acceptance, review commissioning procedures and participate in the commissioning of facilities.<br>* Review and endorse Construction Dossier for the assigned projects.* Support Qatari development activities by ensuring that Qatari Nationals receive the proper job training and development.</p><br><br><ul>
<li>Bachelor's degree in civil engineering or geotechnical related field from a recognized University with minimum 12 years of relevant construction related experience.</li>
<li>An additional/secondary HSE qualification such as IOSH or NEBOSH would be advantageous.</li>
<li>A minimum of ten (10) years' experience in relevant construction and installation activities (earthwork and geotechnical) in projects of oil & gas industry.</li>
<li>Experienced in the implementation of construction industry best practices, systems, processes, and standards.</li>

Job Summary and Purpose<br>Ensure that the Safety Management System is maintained up to date and ensure the safe operations / practices on the vessels that meet the Flag State regulations, legislations and Company requirements. As well as ensure the security of vessels by keeping abreast of security issues, intelligence, compliance with procedures, advising vessels on development and counter strategies.<br>Systems Management: <br>Implement the NSQL Management System for Continuous Improvement in line with the marine and shipping industry requirements, as well as the best practices. Implement the Company International Quality System Standards and maintain the policies and procedures for Quality and Environment certification (ISO 9001, 14001, OHSAS 45001). Maintain NSQL IMS to ensure that the updates are promptly made, using the Company ‘SMS Update System’ and within the ‘Management of Change’ process. Maintain up to date Company HSE monitoring system to ensure full adherence to the set due dates. Establish a system to ensure that the company is aware of the latest regulations and legislations and provide analysis of impact of such to Company’s operations.
