de droit, conformément au Cadre de Coopération pour le Développement Durable (CCDD 2023–2027) et aux Objectifs de Développement Durable, notamment les ODD 5 (égalité des genres) et 16 (paix, justice et institutions efficaces).  Dans ce cadre, le PNUD met en œuvre plusieurs projets en partenariat avec le Ministère de la Justice, la Direction Générale de l’Administration Pénitentiaire et de la Réinsertion (DGAPR) ainsi que la Cour Constitutionnelle, visant à renforcer l’accès à la justice, promouvoir les droits humains et soutenir l’intégration de l’approche genre dans les politiques publiques.  Les principales interventions incluent :  1.Projet « Appui à la réinsertion sociale des détenus – phase 2 (PARSD) »  Le projet vise à augmenter les chances de réinsertion sociale des détenus, notamment les détenus radicalisés et les femmes détenues, en accompagnant la DGAPR dans :  <ul> <li>le renforcement de la coopération entre les services d’évaluation et d’orientation et les services extérieurs, </li> </ul> <ul> <li>la mise en place de conditions adaptées à la prise en charge des détenus radicalisés, </li> </ul> <ul> <li>le renforcement de la prise en charge spécifique des femmes détenues, </li> </ul> <ul> <li>et le développement de l’écosystème de la réinsertion sociale post‑carcérale </li> </ul> 2.Projet « Soutien à la carrière des femmes magistrates en Algérie »  Le projet vise à créer un environnement favorable à l’évolution professionnelle des femmes magistrates, en levant les obstacles à leur accès aux postes de responsabilité, à travers :  <ul> <li>la promotion d’évolutions structurelles et de pratiques institutionnelles inclusives, </li> </ul> <ul> <li>le développement de programmes de renforcement de capacités et de mentorat, </li> </ul> <ul> <li>et le renforcement de la coopération internationale pour le partage de bonnes pratiques </li> </ul> Il contribue à l’objectif d’une justice plus inclusive, représentative et efficace.  3.Projet « Appui à la Cour constitutionnelle »  Ce projet vise à renforcer les capacités institutionnelles de la Cour constitutionnelle et à soutenir son rôle dans la consolidation de l’État de droit, notamment à travers :  <ul> <li>l’appui au renforcement des capacités techniques et institutionnelles, </li> </ul> <ul> <li>l’amélioration des pratiques et mécanismes liés au contrôle de constitutionnalité, </li> </ul> <ul> <li>et le développement d’activités de formation, d’échange et de coopération visant à renforcer la performance et la visibilité de l’institution. </li> </ul> Ces projets contribuent à renforcer l’État de droit, à promouvoir des institutions inclusives et à soutenir la participation effective des acteurs institutionnels dans les domaines de la justice, de la gouvernance et des droits humains.  Dans ce contexte, le PNUD recrute un(e) Project Associate chargé(e) d’assurer un appui renforcé à la gestion administrative, financière et opérationnelle de ces projets du programme Justice et Etat de droit.  Scope of WORK  Sous la supervision directe de l’Analyste de Programme, le/la Project Associate assure un appui à la gestion quotidienne des projets du Programme Justice et État de droit, en garantissant la mise en œuvre efficace des activités, ainsi que le respect des procédures administratives, financières et de passation des marchés du PNUD.  Il/elle contribue à la gestion opérationnelle des projets, au suivi des activités, au contrôle budgétaire et à la coordination avec les partenaires, afin d’assurer une exécution fluide et conforme des résultats attendus.  1.Appui à la mise en œuvre des projets et gestion administrative  <ul> <li>Assurer le suivi quotidien de la mise en œuvre des projets conformément aux plans de travail approuvés et aux résultats attendus ;  </li> </ul> <ul> <li>Contribuer à la préparation des rapports d’avancement trimestriels et annuels et veiller à leur soumission dans les délais ;  </li> </ul> <ul> <li> Assurer la gestion et l’archivage des documents des projets, et maintenir des dossiers organisés et conformes aux procédures du PNUD ;  </li> </ul> <ul> <li>Préparer les correspondances administratives et les notes internes ;  </li> </ul> <ul> <li>Assurer l’appui logistique et administratif à l’organisation des réunions, ateliers, formations et autres activités ;  </li> </ul> <ul> <li>Coordonner avec les unités concernées du PNUD sur les questions administratives et assurer le suivi des actions ;  </li> </ul> <ul> <li>Participer aux réunions de coordination des projets et assurer le suivi des décisions prises. </li> </ul> 2.Gestion financière et budgétaire  <ul> <li>Contribuer à l’élaboration et à la révision des plans de travail annuels (AWP) et des budgets, y compris l’analyse des besoins financiers et des projections ; </li> </ul> <ul> <li>Assurer le suivi budgétaire des projets, y compris le suivi des dépenses, des engagements et de la disponibilité des fonds, et signaler tout écart ; </li> </ul> <ul> <li>Vérifier la conformité des dépenses avec les règles, procédures et politiques du PNUD ; </li> </ul> <ul> <li>Appuyer le traitement et la vérification des demandes de paiement, en veillant à la complétude des pièces justificatives ; </li> </ul> <ul> <li>Assurer le suivi des avances de fonds et leur régularisation dans les délais ; </li> </ul> <ul> <li>Maintenir un système interne de suivi des dépenses garantissant l’exactitude des transactions financières ; </li> </ul> <ul> <li>Identifier et corriger les anomalies financières (transactions non validées, erreurs budgétaires, incohérences) ; </li> </ul> <ul> <li>Maintenir des dossiers financiers précis et complets pour les besoins de reporting et d’audit ; </li> </ul> 3.Appui aux achats et à la logistique  <ul> <li>Appuyer la mobilisation des biens et services nécessaires à la mise en œuvre des activités conformément aux procédures du PNUD ; </li> </ul> <ul> <li>Préparer les documents d’achats, y compris les termes de références et les spécifications techniques ; </li> </ul> <ul> <li>Assurer la liaison avec les fournisseurs et prestataires de services et suivre l’exécution des contrats ; </li> </ul> <ul> <li>Coordonner les aspects logistiques des activités (réunions, ateliers, formations, événements) ; </li> </ul> <ul> <li>Assurer le suivi et l’archivage approprié des dossiers d’achats et contrats. </li> </ul> 4.Coordination du projet et gestion des partenariats  <ul> <li>Appuyer l’organisation des Comités de Pilotage et des Comités de Coordination des projets ; </li> </ul> <ul> <li>Assurer la liaison avec les partenaires, les parties prenantes et les membres des comités sous la supervision de l’Analyste de programme ; </li> </ul> <ul> <li>Assurer le suivi de la mise en œuvre des décisions prises lors des réunions de coordination ; </li> </ul> <ul> <li>Maintenir une communication efficace avec les unités concernées du PNUD et les partenaires. </li> </ul> 5.Appui à la clôture des projets  <ul> <li>Contribuer à la préparation du rapport final de révision des projets ; </li> </ul> <ul> <li>Appuyer le transfert des équipements, documents et actifs aux bénéficiaires nationaux conformément aux procédures du PNUD ; </li> </ul> <ul> <li>Préparer les documents de clôture, notamment les formulaires CDR/FACE pour signature des partenaires ; </li> </ul> <ul> <li>Veiller à la finalisation correcte des aspects administratifs et financiers liés à la clôture des projets. </li> </ul> 6.Intégration du genre et appui technique  <ul> <li>Appuyer l’Analyste de programme sur les questions liées au genre et contribuer à l’intégration de l’approche genre dans les activités du projet ; </li> </ul> <ul> <li>Participer à la mise en œuvre des politiques du PNUD en matière d’égalité de genre ; </li> </ul> <ul> <li>Contribuer aux analyses genre et à leur intégration dans les dimensions programmatiques et opérationnelles ; </li> </ul> <ul> <li>Appuyer l’organisation d’activités de sensibilisation, de formation et de renforcement des capacités sur le genre ; </li> </ul> <ul> <li>Contribuer au processus du label « Gender Equality Seal » et aux initiatives de prévention du harcèlement sexuel ; </li> </ul> <ul> <li>Fournir un appui technique aux partenaires (gouvernement, agences des Nations unies, etc.) sur les questions de genre. </li> </ul> 7.Appui au rôle d’assurance projet  <ul> <li>Appuyer l’Analyste de programme dans les fonctions d’assurance projet, notamment :  </li> </ul> <ul> <li>Assurer une liaison efficace avec les membres du Comité de Pilotage ; </li> </ul> <ul> <li>Contribuer à l’identification et au contrôle des risques du projet ; </li> </ul> <ul> <li>Veiller à l’alignement entre la stratégie du projet et sa mise en œuvre ; </li> </ul> <ul> <li>Assurer la cohérence avec le Programme de Pays du PNUD ; </li> </ul> <ul> <li>Contribuer à la durabilité des projets ; </li> </ul> <ul> <li>Faciliter les communications internes et externes ; </li> </ul> <ul> <li>Veiller au respect des règles, procédures et politiques du PNUD ; </li> </ul> <ul> <li>Assurer le suivi des décisions du Comité de Pilotage et des révisions du document de projet. </li> </ul> 8.Gestion des connaissances et renforcement des capacités  <ul> <li>Appuyer l’organisation de formations, ateliers et activités de renforcement des capacités impliquant les parties prenantes ; </li> </ul> <ul> <li>Identifier, documenter et capitaliser les bonnes pratiques et les leçons apprises ; </li> </ul> <ul> <li>Contribuer au partage des connaissances et à la participation aux réseaux et communautés de pratiques ; </li> </ul> <ul> <li>Appuyer le développement de produits de connaissance et de mécanismes de diffusion pour renforcer la visibilité et l’impact du projet. </li> </ul> Le/la titulaire exécute toute autre tâche relevant de son profil fonctionnel jugée nécessaire pour le bon fonctionnement des projets, du bureau et de l’organisation.  Institutional Arrangement  Sous la supervision directe de l’Analyste du programme, l’Associé(e) au projet travaillera sous sa responsabilité et rendra compte directement à celui-ci/celle-ci.
