This will include but not limited to:</p><ul><li>Carry out field visits to target facilities - which may include traveling to various governates- to:</li><ul><li>a. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><br>Established in April 2019, the Humanitarian Hub in Marib City serves as a crucial center for aid operations in Yemen. It houses 9 UN agencies, providing office space and accommodation for UN personnel working in Marib, as well as short-term lodging for expatriate International Non-Governmental Organizations (INGO) staff when needed. The International Organization for Migration (IOM) maintains a substantial presence there, with 4 international and approximately 127 national staff members. They implement various activities, including health, WASH, shelter, and protection services for internally displaced persons and other vulnerable populations in Marib and nearby regions.<br>Under the overall supervision of the Chief of Mission and the direct supervision of the Field Coordinator (Liaison, Emergency & Recovery Programmes), the Hub Coordinator will be responsible for the management of the overall Humanitarian Hub in Marib.<br>Responsibilities<br>1. Support the coordination with partners and agencies regarding the day-to-day needs identification of the Humanitarian Hub.<br>2. Contribute to planning and provide practical recommendations to support the Hub s objectives.<br>3. Support the day-to-day operations of the Humanitarian Hub, ensuring facilities remain functional and well-maintained.<br>4. Coordinate the repair, maintenance, and installation of infrastructure, both conventional and temporary installations, with building contractor, procurement, and logistics; monitor contractor performance, checking adherence to agreed specifications and quality standards; and closely collaborate with logistics and procurement staff for the effective management of contracts.<br>5. Monitor cost recovery processes, closely collaborating with finance staff to ensure accurate and timely invoice processing.<br>6. Review proposals for additional requests for space and advise best practices for space standards within the Humanitarian Hub.<br>7. Assist in budget planning and resource management for the Humanitarian Hub.<br>8. Provide regular progress reports to share with the relevant and intended parties.<br>9. Support the development of housekeeping guidelines and Standard Operating Procedures (SOPs).<br>10. Provide inputs for Purchase Requests in close coordination with the head of office and logistics for materials to maintain or improve the Humanitarian Hub.<br>11. Perform such other duties as may be assigned.<br>Qualifications<br>Required Qualifications and Experience<br>Education<br>• Master's Degree in Business Administration, Hospitality Management, Hotel Management, or a related field from an accredited academic institution with two years of relevant professional experience; or,<br>• University degree in the above fields with four years of relevant professional experience.<br>Accredited Universities are those listed in the UNESCO World Higher Education Database.<br>Experience<br>• At least two years of experience working for a UN agency, international organizations, or Non-Government Organizations (NGOs) is preferred, and experience in project implementation in post-conflict or transitional situations;<br>• Previous related experience in humanitarian hubs settings and field operations in hardship settings is an advantage particularly in Yemen;<br>• Experience in facility and contract management is an advantage;<br>• Project implementation and supervision experience at the field level required;<br>• Experience in coordinating with managing other programme units and ability to establish and maintain working relations with government counterparts, UN agencies;<br>• Knowledge and experience of (Nations Department of Safety and Security) UNDSS procedures is an advantage;<br>• Experience within the United Nations Common System and the International Humanitarian Field; and,<br>• Work experience in a resource-limited setting and rapidly changing environment.<br>Skills<br>• Excellent drafting skills in preparing project reports, operational documents, and inter-agency communications within UN/NGO humanitarian and field settings, including contract, coordination, and compliance documentation.<br>Languages<br>All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).<br>For all applicants, fluency in English is required (oral and written).<br>Working knowledge of Arabic is an advantage.<br>Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.<br></div></section>

Collect community feedback and safely channel grievances to the MEAL/Accountability team.</li> <li><b>Incident Reporting: </b>Immediately document and report any field-level incidents, accidents, or safeguarding concerns using established reporting lines.</li></ul><p><b>2. Textbook (academic, remedial, reading stories) Distribution Verification</b></p><br><ul> <li><b>Field Verification:</b> Conduct physical field checks to verify that target schools have received the correct allocation of textbooks. Verify that textbooks are equitably and systematically distributed to students.</li> <li><b>Discrepancy Reporting:</b> Formally document the verification process, flagging any discrepancies, shortages, or supply-chain issues.[RS1] </li></ul><p><b>3. Reading</b><b>[RS2]</b><b> and Remedial Program Monitoring</b></p><br><ul> <li><b>Classroom Observations:</b> Monitor reading classes and track classes’ activity progress using approved monitoring observation forms.</li> <li><b>Qualitative Feedback:</b> Facilitate Focus Group Discussions (FGDs) with adults (parents/teachers) and children to gauge program impact. Collect qualitative feedback from school staff, community members, fathers and mothers councils, and students on challenges and areas for improvement.</li></ul><p><b>4. Data Collection, Reporting, and Documentation</b></p><br><ul> <li><b>Digital Data Collection:</b> Utilize mobile data collection tools - KOBOToolbox - to conduct site inspections and input monitoring data in real-time. Ensure that all data collected via mobile devices is uploaded promptly and deleted from local storage according to project security protocols.</li> <li><b>Informed Consent & Media:</b> Identify and document project field photos. <b>Written or recorded Informed Consent must be explicitly obtained</b> from participants (and signed by parents/guardians in the case of children) prior to capturing any identifiable images or stories, strictly following organizational communication guidelines.</li></ul><p><b>Data Protection, Privacy, and Confidentiality</b></p><br><ul> <li><b>Protection of Personally Identifiable Information (PII):</b> The enumerator must strictly safeguard all PII (including names, locations, contact details, photos, and biometric data) of beneficiaries, school staff, and children. No PII should be stored on personal devices longer than necessary to complete the immediate upload task.</li> <li><b>Confidentiality of Child Data:</b> In alignment with international Child Protection standards, all data concerning minors (such as reading assessment scores or Focus Group Discussion notes) must be strictly confidential. Children's full names or identifying traits must never be linked directly to public reports or shared via unencrypted channels.</li> <li><b>Data Sharing Restraints:</b> The enumerator is strictly prohibited from sharing project data, assessment results, or beneficiary lists with external actors, local authorities, or community members without explicit, written authorization from the SEAL Project Management team. All data sharing must flow through formal organizational channels.</li> <li><b>Secure Communications:</b> Avoid sharing sensitive data or beneficiary lists over unencrypted public communication platforms (e.g., standard WhatsApp groups).
