NES Fircroft are delighted to be working with a major Operator who are in the market for a Operations Liaison Coordinator based in Algeria on a 28/28 rotation.<br> <br>The OLC (Well Site & Rig) shall provide Operational Logistical support across the well site area, liaising closely with OLCs at GB and OO as may be needed. This position and is responsible for arrangements to ensure the Operational Safety of all associated Oxy expats at the rig(s).<br>Key tasks include emergency contingency Planning and response, safety & security induction and briefing of all expats visiting and working at rigd locations. <br><ul><li>QA/QC of Physical Operational safety and support infrastructure and processes to ensure fit-for-purpose levels are provided and maintained</li><li>Plan and Coordinate expat movements including scheduled infield flight drop off and pick up’s </li><li>Collaborate with and Coordinate military/police assets and escorts via the SIE on-site or through other GB and/or OO field posts as appropriate</li><li>Maintain an incident-Evacuation Plan and proactively develop and perform coordination and liaison processes and be ready to execute the evacuation of expats and visitos</li><li>Track expat movement and provide a daily PoB </li><li>Participate in field Incident management as required</li><li>Write and provide Operational Safety briefings for management, Induction training, and muster drills </li><li>Deliver Journey Management briefings</li><li>Collaborate with HSE experts on issues such as vehicles serviceability, equipment is of the correct standard</li><li>Ensure that expatriate personnel abide by procedures as instructed in accordance with Algerian and Company regulations </li></ul>Qualification/Experience Required:<br><ul><li>Must have qualifications and or recent detailed working experience in disciplines such as: <ul><li>Risk Assessment and Asset Protection. QAQC, Emergency Response, Remote Medical training, and modern communication systems. </li></ul></li><li>Excellent English language skills required. French &/or <strong>Arabic </strong>would be advantageous but not mandatory</li><li>The role requires daily interaction with national personnel and a high level of EQ, maturity, experience, and tact. Organizational Context and Scope Under the direct supervision of the AVRR Coordinator, and the overall supervision of the IOM Head of Programme and Chief of Mission of IOM Algeria, the incumbent will be responsible for supporting the daily management of the Reception Facility for Voluntary Return (DARV), working closely with the AVRR, Protection, and Operations Units and with IOM partners.</p><p>Coordinate the day-to-day running of the Reception Facility for Voluntary Return (DARV), which accommodates up to 300 migrants per day. Serve as main focal with the main service provider (OPLA) for the maintenance, catering of the DARV, pre departure activities, distribution of kits, liaising with other IOM partners, and staff scheduling and rotation, whilst ensuring compliance with IOM standard operating procedures. 2. In coordination with the Information Management Unit and the Field Support staff, monitor MiMOSA cost management DARV activities and beneficiaries and flag any concern to the IOM Algeria IM Unit. 3. Coordinate with Direct Assistance staff to review and consolidate identified operational needs at the DARV and follow up with the Procurement and Logistics Unit to ensure timely procurement of goods and services, in line with IOM procedures. 4. Facilitate accountability towards migrants (AAP) by supporting the establishment and implementation of a feedback and complaints mechanism, in coordination with the AAP Officer. 5. Contribute to monitoring activities at the DARV by assisting the M&E Unit with data collection and reporting to support continuous improvement of services. 6. Support external activities taking place at the transit center, acting as focal point in coordination with the Programme Unit, including preparation for visits by government, donors, and others. 7. Facilitate the participation of migrants in the DARV's governance system, with an emphasis on the meaningful inclusion of all migrants in decision-making processes in coordination with the AAP and M&E Officers. 8. Support the dissemination, awareness, and observance of the DARV's internal rules, apply disciplinary measures as instructed, and report any incidents or challenges to the supervisor. 9. Coordinate the referral of migrants with specific needs to the relevant IOM units (e.g. protection, medical, operations, reintegration), ensuring timely communication and follow-up. 10. Prepare and submit detailed weekly operational reports, highlighting progress, challenges, and suggestions, to support the proper functioning of the center. 11. Supervise and guide a team of assistants at the center, ensuring effective task distribution, monitoring of their work performance, and supporting staff well-being, quality of work and compliance with standards. 12. Coordinate the implementation of AVRR procedures for all migrant movements, in close collaboration with the AVRR Coordinator. 13. Support the implementation of pre-departure activities at the DARV, including MHPSS and livelihoods assistance, in coordination with service providers. 14. Collaborate with the Medical, Operations, and Protection teams, to support the daily delivery of services related to migrant arrival, check-ins, identity verification, non-food item (NFI) distribution, room assignment, check-out procedures, pre-departure logistical arrangements for airport transfers. 15. In coordination with the finance and procurement teams, support the financial and administrative processes of the DARV, in in line with allocated resources, IOM financial and administrative standards, and in close coordination with IOM Algeria's relevant units. 16. Contribute suggestions to improve DARV management coordination processes, particularly with OPLA, and report any challenges immediately to the appropriate supervisor(s). 17. Perform any other tasks that may be assigned.</p><p><strong>Desired Candidate Profile</strong></p><h2>Required Qualifications and Experience</h2><ul><li>Education Bachelor's degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience; or, Master's degree in the above-mentioned fields. Accredited Universities are those listed in the UNESCO World Higher Education Database.</li><li>Experience Experience in IOM administrative and financial management, budget monitoring, cash management and internal control procedures. Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups. <p>Maintain the quality and value of all services as well as goods to minimize cash tied-up in inventory and maintain flow of outputs.</p><br>
<p>Monitor and give needed support to all aspects of value engineering, including tracking changes and reconciling any variations.</p><br>
<p>Manage proper allocation of assets and liabilities by ensuring proper maintenance of project insurance requirements.</p><br>
<p>Manage the elimination of potential risks and hazards by identifying elements of project design likely to result in claims or disputes.</p><br>
<p>Involvement in tendering processes to ensure that all potential discrepancies are identified and duly reported.</p><br>
<p>Involvement in all Human Resource processes and procedures including mobilization and demobilization as well.</p><br>
<p>Manage cost planning, commercial management, value engineering and contract administration in every phase of the process.</p><br>
<p>Ensure compliance and development of all safety policies and procedures across all positions and personnel in the project.</p><br>

<p>Good knowledge of financial, cost accounting, contracts administration and risk management.</p><br>
