Planning Engineer Projects (50055009) Mesaieed Plant (1000)
JOB PURPOSE / OBJECTIVE
Responsible for developing, monitoring, and managing the schedule and cost of projects, and analysing projects’ key performance indicator (KPI).
Work closely with Project Engineers and other Projects stakeholders to support the planning and execution of projects and to ensure that projects are completed on time, within budget, and to the required quality standards.
Work closely with Project Engineers and other stakeholders to support the risk evaluation through all project phases and propose mitigating actions.
Key Accountabilities
Project Planning and Controls
- Review the Scope of Work of the project, drawings & specification to develop the various levels of engineering, procurement and construction schedule.
- Develop project schedules that outline the timeline, milestones, and deliverables for each phase of the project.
- Evaluate and endorse the planning package documents submitted by contractors.
- Participate in the kick-off and regular review meetings with contractors to evaluate the progress, address the issues and propose necessary actions.
- Initiate all materials and service PRs and follow up for contracts placing in a timely fashion.
- Initiate functional location and materials master creation request during the close out phase of the project.
- Prepare the schedule for TA projects for integration with TA master schedule along with the monitoring of all contracts (materials & Services) .
- Control and monitor the resources required for the project, including manpower, equipment, and materials, to ensure that the project is executed as per the schedule through all project phases.
- Conduct regular site visits to evaluate and control the project progress versus the original schedule and address any variances and problems and propose remedial actions.
- Monitor critical path during project execution to ensure that necessary actions are taken at the right time to recover the project in case of delay.
- Review and endorse the updated schedule submitted by contractors for progress verification.
Cost Controls and Data Analysis
- Managing and control projects’ costs, including forecasting, and spend tracking and work closely with Project Engineers and other stakeholders to ensure that budgets are met as per the planned WBS and cost overruns are identified and addressed.
- Analyse project performance data to identify trends, variances, and potential areas for improvement and use this information to make recommendations to Project Engineers and other stakeholders.
- Update the individual master cost control sheet for Major Projects and keep their financial data accurate through all project phases.
- Review the progress requested to be claimed by contractors and endorse it to proceed with the payment to contractors.
- Analyse EOT (Extension of Time) claims and change order and assess their impact on schedule.
- Support Project engineers to identify potential risks and develop contingency plans to mitigate them.
- Monitor the project for any unforeseen risks and propose corrective actions if necessary.
- Undertake any other ad-hoc duties as required.
Reporting and Communication
- Prepare relative reports and communicate them in a timely and accurate manner in order to meet the department requirements, policies and standards.
- Provide inputs related to project schedule and cost to Project Engineers and other project stakeholders as planned and whenever is requested.
- Support internal and external audits by providing necessary documentation and evidence.
- Coordinate with all project stakeholders to gather and track all Lessons learned for projects.
Policies, Systems, Processes and Procedures
- Ensure to follow company Policies, Systems, Processes and Procedure while executing any assigned responsibilities.
- Identify the opportunities for the continuous improvement of Projects systems, policies, processes, and practices.
- Develop and enhance any procedures and guidelines related to Project Controls whenever is requested
Qatarization
- Contribute to the development of Qatari employees. This accountability is applicable to expatriate employees only.
Qualifications & Experience
Education
Required : Bachelor’s Degree in Engineering (any discipline)
Preferred: Bachelor’s Degree in Engineering (Mechanical/Civil)
Experience
Required : Total of 5-7 years of experience as Planning Engineer in the Petrochemical or Oil & Gas Industry. Must have brown field construction planning experience.
Preferred : 7-10 years of experience as Planning Engineer in the Petrochemicals Industry.
Other Job Specific Requirements And/or Vocational Accreditations
- 3rd party certification (e.g. PMP,PMI, APM etc.)
- Advanced user of MS excel and other MS tools.
- Hands on experience on scheduling tools/software (MS Project, Primavera P6, Acumen Fuse etc.)
Languages
Required : English - proficient
Preferred : Arabic - working knowledge
