JOB PURPOSE / OBJECTIVE
Execute instrumentation and electrical maintenance support activities and assigned projects on time and within budget and in order to increase equipment availability and reliability. Ensure smooth and reliable operation of Instrument & Electrical Equipment through preparation, implementation and review of preventive maintenance programs and coordination of efforts with internal and external stakeholders in order to make sure that relevant maintenance works are completed in an effective and timely manner.
Key Accountabilities
People Management
- Supervise the activities and work performed by direct reports to ensure that it is carried out in an efficient and effective manner, in line with the annual business plans, and departmental policies and procedures.
- Recommend training and development interventions for team members to build their capabilities.
- Manage personnel and activities through proper assignment of tasks, performance appraisal, training of personnel, and provision of proper tools and equipment in order to make sure the unit has a motivated workforce with the right equipment to perform their activities.
- Lead maintenance certification process for Instrument & Electrical Technicians for Q-Chem & Q-Chem II to ensure that only qualified individuals are certified.
- Provide technical support to technicians on their daily maintenance works, provides field supervision of work force, ensuring proper job planning work distribution to technicians on daily basis.
- Direct and supervise the activities assigned to the technicians to carry out troubleshooting of problems occurring in the units & recommend corrective actions and follow up to implement the same.
- Participate in the hiring process of Technicians when required and conduct interviews.
- Role of DSRs for various contactors for their assigned works/routine works and responsible for evaluating the contractor’s performance.
Budget and Forecasts
- Participate in budget preparation/reforecast meetings to provide right information on equipment history and training needs in order to make sure that the budgets and forecasts are realistic and cover all aspects of operations.
Shutdowns and Turnarounds
Assist in planning, organizing and implementing shutdowns, turnarounds and emergencies in order to ensure safe and timely execution of tasks.
Policies, Systems, Processes & Procedures
- Contribute to the identification of opportunities for the continuous improvement of Departmental systems, policies, processes and practices taking into account ‘international leading practices’ in order to improve productivity and operational efficiency.
- Provide critical input to support the development of Section’s systems, policies, processes, and procedures in order to meet business requirements.
- Implement all relevant Section’s policies, processes, procedures and instructions so that work is carried out in a controlled and consistent manner.
Plant Maintenance
- Provide engineering solutions to problems and ensure that work processes are implemented as per standards and procedures.
- Implement predictive maintenance program and assist in equipment inspection, testing and troubleshooting in order to avoid major escalations and ensure minimum disruptions caused by equipment breakdowns.
- Manage and control the troubleshooting of problems as required, in order to avoid major escalations at any given instance.
- Manage the Instrument and Electrical maintenance works on Q-Chem’s assets as required ensuring minimum disruptions with regard to equipment breakdowns.
- Ensure Instrument and Electrical inspections and equipment tests are done in line with the Maintenance Strategy.
- Identify system discrepancies and provide permanent solutions to resolve the issues and prevent the reoccurrence of the issues in Instrument and Electrical equipment.
- Perform reviews and participate in the engineering studies, proposes up gradation projects with budget estimates.
- Prepare Standard Maintenance Procedures for Instrument and Electrical equipment in coordination with Technical Department in accordance with standards, best practices and regulations pertaining to Instrument and Electrical equipment.
- Perform failure analysis of repeated problems in the area of responsibilities in coordination with Technical I&E, find root cause and suggest and implement improvements.
- Establish communication and liaise with vendors to resolve major issues when necessary in consultation with section/department authority.
- Prepare technical specifications & SOW for contracts for Instrument and Electrical equipment and systems.
- Evaluate field installations and recommend design modifications as required by code. Understanding and ensuring compliance with the health and safety regulations and quality standards in which work is undertaken.
- Perform technical evaluation of bids relevant to spare parts submitted by vendors and provide technical clarification to get right parts from vendors.
- Application of preventive maintenance programs with focus on optimizing costs
- PM/work order closure and finding the history of equipment and coordinating with the technicians giving the actual resources used and failure coding
- Coordinate with Production and Maintenance Planning departments for the daily maintenance work schedules.
- Participate and collaborate with Technical Department in reviewing/revising preventive maintenance plans based on historical data
- Participate and advise on developing plans for major shutdowns, construction or alteration projects
- Participate/lead Reliability Improvement Teams & participate in RCA efforts whenever applicable.
Spare Parts and Supplies
- Maintain up-to-date records of necessary materials, spare parts and external services in order to ensure adequate availability of required resources for the section.
- Continuously review of spares, refurbishment status, bill of materials tracking, PR/PO status with the planners on day to day basis
- Audit maintenance activities and ensures SMP's and checklists are properly followed and completed and ensures SMPs are reviewed and updated in EDMS.
- Create SMP and checklists for different components & create PM plans and SMP for new equipment /project added to the plant/plants.
Policies, Systems, Processes and Procedures

Quality, Health, Security, Safety and Environment
- Ensure compliance with regulatory requirements and relevant quality, health, safety, security and environmental procedures and controls across the Section to guarantee employee safety and delivery of high quality products/services.
- Effectively shares the safety aspects of the organization like safety alerts, circulars, policy changes and medical circulars.
- Ensure the group understands the PHA, OE and Incident reports action items (training and coaching) and follow up on expediting them in a timely manner.
- Assess the contractors and vendors’ safety inside the plant during routine and during outages/turn around works. Do daily inspection of work. Do micro audit.
- Send initial investigation reports to shift coordinators in time for all the incidents/NMs
- Lead the JSAs for all the critical and routine works and owns the process
- Conduct training sessions on electrical/instrumentation safety and participate in refresher training sessions for Maintenance and production groups..
Reporting
- Contribute to the preparation of timely and accurate reports to meet departmental requirements, policies and standards.
Qatarization
- Contribute to the development of Qatari employees. This accountability is applicable to expatriate employees only.
Qualifications & Experience
Education
Required: bachelor’s degree in engineering – Electrical / Instrumentation / Control Systems.
Experience
Required: At least 5 years of experience in O&G Industry in Electrical and Instrumentation Maintenance.
Preferred: At least 5 years of experience in Petrochemicals Industry as an Instrument or Electrical Engineer. At least 5 years of Supervisory experience
Other Job Specific Requirements And/or Vocational Accreditations
- Advanced knowledge of workshop/field test of equipment, batteries, battery chargers, control valves, Various Field instruments, Bentley Nevada System, electrical transformers, EDS system, Emergency Diesel Generators, IEEE/IEC/NFPA standards, Instrument calibration, AC & DC motors, Electrical Switchgear Panels, motor control centre, P&ID, PLC, SIS/SIL concept, UPS system, and variable speed drive system. Control systems for Compressors, Extruders, bagging machines, gantry crane.
- Basic knowledge of cathodic protection, custody transfer metering maintenance, and process analyzers.
- Proficiency in Microsoft Office.
- Proficiency in SAP or any other maintenance information system.
