Role :
Responsible for developing, implementing, and overseeing policies, procedures, and frameworks related to data governance within the Organization
Missions :
- Develop and design the strategy for Data Management and IT application.
- Collaborate and work closely with different Data stakeholders, departments, and functions. And Specify needs and desired developments with user departments,
- Carry out feasibility studies and draw up estimates for needs expressed by users,
- Design the solutions and monitor development with the supplier
- Lead the execution planning.
- Monitor the implementation & realization of data Management and IT application strategy.
- Coordinate & co-create the respective organizational/process and technical setup.
- Post implementation, also lead compliance audits.
- Communicate with and work with C-Level at Group and OpCos as well as with other tactical and operational teams.
- Review new initiatives and participate in the change management process to assess impacts on data assets and IT application.
- Launch calls for tender with a view to selecting a subcontractor (editor/integrator),
- Manage subcontractors: draw up contracts, monitor the various phases of the project,
- Receive and qualify subcontractor deliverables,
- Collaborate with the department in charge of the master plan and budgets in drawing up plans and budgets for the department's activities.
- Implement upgrades in line with schedule, costs and quality requirements,
- Ensure continuous availability (24 hours a day) of platforms
- Manage application software anomalies from analysis to correction,
- Organize the production launch phase,
- Write and update operating and installation manuals.
- Assist and provide functional support to operations teams.
- Manage the department's human resources in collaboration with the HR Department.
Required Skills and Qualifications:
- Education:
- Bachelor’s or Master’s degree in Information Technology, Computer Science, Data Management, or a related field.
- Experience:
- 10+ years of experience in IT applications management, data governance, and leadership roles.
- Strong background in managing enterprise applications (e.g., SAP, Oracle, Salesforce) and large-scale data management systems.
- Experience in leading digital transformation and automation initiatives.
- Proven experience in managing large IT budgets and cross-functional teams.
- Technical Expertise:
- Knowledge of modern application architectures (e.g., cloud, microservices, SaaS) and data management technologies (e.g., data lakes, databases, analytics platforms).
- Familiarity with IT service management frameworks (e.g., ITIL) and data governance frameworks.
- Understanding of cybersecurity best practices and compliance regulations (e.g., GDPR).

- Strong leadership skills with the ability to drive change and influence stakeholders across all levels.
- Excellent communication and collaboration skills with both technical and non-technical audiences.
- Ability to manage complex IT projects, prioritize initiatives, and meet deadlines.
